Joycelyn Tate is the founder and principal of TS Strategies where she advises executive leaders of companies and mission-driven institutions on navigating complex tech and telecom policy environments and develops legislative and regulatory advocacy strategies on media and digital justice issues including broadband and technology access, artificial intelligence, and privacy. Joycelyn is also the co-founder of Make Innovative Technology for Change (MakeIT4Change), a nonprofit organization that provides public awareness and education about opportunities and challenges presented by technology and promotes the use of technology for social good.

Joycelyn serves as the tech and telecom advisor for several organizations including IHS Media, the National Coalition on Black Civic Participation (NCBCP), and various economic development organizations. She is also the senior advisor for the NCBCP Thomas W. Dortch Jr. Institute and Clark Atlanta University.

As a staunch advocate for digital justice, Joycelyn has served in several roles to advance this mission. She is the former director of tech and telecom policy at the Multicultural Media, Telecom, and Internet and Council. She also served in the offices two U.S. Members of Congress where her legislative portfolio of work included tech and telecom.

Joycelyn's appointed positions include serving on the board of directors of the Universal Service Administrative Company where she was responsible for administering the Universal Service Fund, which provides access to affordable voice and internet services throughout the United States. She also served as a member of the Federal Communications Commission’s Communications Equity and Diversity Council.

As an advocate for international digital justice, Joycelyn represented the United States as a delegation member to the United Nations World Conference on International Communications where she advised on treaty proposals negotiated at the conference on behalf of the United States. She also served as a member of the International Telecommunication Advisory Committee at the U.S. Department of State where she advised and provided strategic planning recommendations on telecommunication and technology policy matters related to international meetings and treaty organizations.

In business and media, Joycelyn was the chief operating officer at Multisoft Technologies Services, a digital skills training company. She was also the producer and host of Telecom Talk, on THE FLOW radio, and internet radio station.

In academia, Joycelyn was an adjunct professor of communications law at Bowie State University’s department of communications and the Howard University Cathy Hughes School of Communications.

Joycelyn has been recognized and awarded for her work on educating the community on digital justice issues. Some of her awards include the United State of Women’s Change Maker Award and the Spirit of Excellence Award from HPW Ministries. Joycelyn earned a Bachelor of Arts degree from Howard University and a Juris Doctor from Columbus School of Law at The Catholic University of America.
